Question: Can the Blade Venom be applied to a Magic Melee Weapon or
Magic Ranged Ammunition?

Yep, The cool thing is because it adds nothing to the Attack or Injury rolls it does not mess with the stack rules, since it only even takes effect if you manage to actually get past your opponent's defense, Then it is POISON TIME! That said finding someone to sell you some will be the real problem, they don't keep the WIDOWS' root Paste next to the Trail rations and elven rope!

Clarification:
So, the PC would have to already be in an adventure before they would be
allowed to purchase the Poisons, IF they can find a seller that is.

As Far as Game Days go, You can't just buy poison, it must be in an adventure as loot or for purchase or be offered at a special event, or you need to have some connections such as a thieves guild, which at this time no one does at game day events.
These poisons were put out for home use. i had heard there was some want of some poisons so out came the article.
