Does the Dwarven Vigor Talent give a bonus to Vigor or increase the max Vigor?  I've heard it different ways and wanted a ruling from the big wigs.

As far as I know it says nothing about max stats anywhere and adds nothing to the cap ratio. It says +5 Vigor I believe meaning just that. same as template giving you + what ever. To increase max stat ratio you need one of few templats that allow for either increase in endurance max stat or vigor max stat.

You say "I don't need to drink to have fun." Great, no one does.
But why start a fire with flint and sticks
when they invented the lighter?

It is a talent bonus to VIgor Rolls, it does not add to Max Vigor or Cap and is not counted  towards Max Vigor.

The Vigor gained from Endurance, Background and Templates counts towards Max Vigor, Talent bonuses such as Hearty do not and are not truly vigor, but a bonus to vigor rolls.
