Ok the Ring of Brilliance, Agility, Comliness, Enduring, Vigor, Strongman's, Wisdom.  They state they give +5 to core ability.  I am assuming this is a direct magical bonus to the stat in question and not an increase in the ability max cap.  IE human Agility max is 20 and if already at 20 and they add the Agility ring it becomes a 25 so the Defense is also increased by 5 and the initiative is increased by 5 and the PRSB is increased by .5 (dropping fractions).

I ask since someone in my group already stated this was a max cap increase and further points would be needed to increase the stat.  To me it doesn't read that way but I wish to be sure.

You are correct! Feel free to tell your group I said so. The Only Max Cap That ANY of those rings are affecting is the Max Magic bonus of +50 to ANY single 1d20 Roll. So remember all those cool bones do count for that. That +5 to Agility adds into Ranged Attack rolls so only leaves +45 left for max magic to the rolls. Same for initiative and any rolls modified by the same magic. I hope that clear it up for the members of your group. If not send them my way and I will be glad to do so.
