I was wondering if the Luck of Heroes rolls were considered luck rolls for the case of bonuses gained from talents and abilities like Uncanny Luck and (SP) Springer's Luck Talent.

I would say not. You might be luckier than the average fellow if you have Uncanny Luck or the like, but that doesn't mean you have anymore chance of turning a fatal blow into something less life-threatening. Now, you might easily avoid the fate that would eventually LEAD to having to make a Luck of Heroes roll, but unless you have bonuses to Luck of Heroes (which would make you a truly lucky fellow), no, they don't count.
They are rolls of circumstance. Uncanny Luck might let you stumble onto unexpected treasure. But if you stumble into a spike-pit trap…all the luck in the world won't help you…unless you're a hero.

Yes in both cases. Both talents are added to Any Luck test, a Luck test made on the Luck of Heroes table is still a Luck Test. Being lucky enough not to get your arm ripped off is considered Lucky in my book. The Luck of Heroes Table is the whole reason Luck is such an important stat and was added to the game. Gambling is good, but adding an entire stat to a game system is little better suited to keeping one's head attached to one's body and that is what merits it and makes it truly important.
