Can a fuarrie who possesses the Hawk fighter template ride the hawk as if it were a horse?

To ride an animal the animal must be at least 1 size larger a Fuarie may ride Small-size or larger creatures

ok thanks, and im can the animals use magical items that they can wear, for instance a vagabonds pouch, or having rings on its talons?

Animal allies can use some mage-craft items, though generally should be always on items that don't require an action to activate. You shadow Panther Ally won't be picking through his vagabonds pouch greater and deciding what potion he wants to drink.
