Per the game day rules, can one perform a stand and deliver attack, while doing a move equivilent action (ie getting something out of their pack or applying a move equivilent buff) by using bracers of speed or arcane speed

yes technically it would but only if you have bracers of speed or cast the arcane speed spell

With those choices in mind, the Bracers of Speed would leave you with a Free Action to spare and the Arcane Speed would not.

Yes that is true, but you may not use arcane speed and the bracers aswell. only one maybe used
