I have 3 questions about the Tower Shield.

Part of the description says, "May be used as Full Cover".

     Does the use require an action?

Further, it does not state if it is "Full SOFT Cover" or "Full HARD Cover".

     Could you please advise which?

Lastly, if the answer is "Full HARD Cover", what "Cannot Target" him?  Ranged weapons?

Ranged Spells?  Both?  Neither?

A Tower Shield counts as Full Hard Cover, but from only one direction. When in the Directional "Full Hard Cover" you cannot be targeted with non-AOE ranged weapons (Bows, Crossbows, thrown daggers ect. A bolder from a catapult though could smash you quite easily. Also Ranged Weapons that are ARMOR PIERCING or SHADOW could Target you since you don't get to use your Shield for defense) or Most spells are unaffected (Bolt Spells don't allow for armor or shields anyway, AOE markers are not affected, though a kind GM could allow you the FULL Soft Cover Bonus to any Agility based avoid test from say fire orbs or arcane blasts) To gain the FULL Cover granted by a tower shield you must state on your turn that you are taking it and from which direction you wish to gain it from since you will lose ALL LOS from that direction, being as you have hid your whole body behind your shield.

 

It is really common sense…
